Yosef D. Dlugacz, PhD
Dr. Dlugacz is an educator of international and national reputation, with academic appointments at the Hofstra Northwell Health School of Medicine, New York Medical College, Hofstra University, Baruch College, CUNY, and Beijing University, among others. Dr. Dlugacz specializes in database development, data warehousing, management and analysis, quality management educational and training programs, and outcomes research, in the context of the ever-changing health care reform environment. Dr. Dlugacz’s work focuses on developing models that link quality, safety, good clinical outcomes, and financial success for increased value and improved efficiencies. He has published widely in health care and quality management journals on a variety of clinical care and quality topics.  He is an award-winning author of four quality textbooks. Dr. Dlugacz’s book, Value-Based Health Care: Linking Finance and Quality (2010), explores the relationship between quality care and organizational efficiency.  It was selected for a 2010 Bugbee-Falk Award from the Association of University Professionals in Health Administration and nominated for the ACHE/Hamilton Book of the Year Award. Dr. Dlugacz has a PhD in sociology from City University of New York.

Andrea Restifo, RN, MPA, MHCDS
Andrea Restifo is Associate Executive Director, for North Shore University Hospital, a tertiary care facility with 756 beds, part of the Northwell Health. She is responsible for the operations of the Quality Management, Safety Services, Infection Prevention, Clinical Lab / Pathology / Blood Bank, Social Work and Case Management. Ms. Restifo is responsible for communicating information related to regulatory preparation, quality management methodology, best practices, lessons learned from occurrences to prevent harm, and the establishment of quality/safety initiatives throughout the hospital. Under her leadership, NSUH and the Northwell Central Region have made tremendous strides in becoming highly reliable organizations. She has collaborated on instructional materials for Performance Improvement that have been presented at numerous national and international healthcare conferences. Ms. Restifo wrote a chapter, The Role of Quality Management for Monitoring and Improving: A Transplant Program, in the textbook entitled Kidney and Pancreas Transplantation (2015). She is co-author of the book, The Quality Handbook for Health Care Organizations: A Manager’s Guide to Tools and Programs, (Jossey-Bass) which was published March 2004. She is currently a member of the American College of Healthcare Executives and National Association for Healthcare Quality. Ms. Restifo serves on the LiveOnNY Quality Assurance/Performance Improvement Committee, now part of the Medical Advisory Board. Ms. Restifo completed her undergraduate BSN at Villanova University. She has an MPA from Long Island University and an MHCDS from Dartmouth College.
